How the 2026–27 Limit Is Set
The number that governs your hunt is the one printed in your state's current migratory bird regulations. State wildlife agencies set those limits within conditions authorized by the U.S. Fish & Wildlife Service, and they are what a game warden will hold you to.
The federal side of that process changed in June 2026. USFWS eliminated the annual Federal Register "frameworks" rule and replaced it with a Migratory Game Bird Hunting memorandum issued once every three years and published on fws.gov rather than in the Federal Register. The Service still makes annual harvest-level decisions and can update the memorandum off-cycle. If you go looking for an annual federal frameworks document for 2026–27, there is not one — the format changed, not the data.
