Do you need a duck stamp for waterfowl hunting in the US?

When do waterfowl regulations get published for 2026–27?

There is no longer an annual federal frameworks rule. In a direct final rule published June 26, 2026 — "Process for Authorizing Seasonal Migratory Game Bird Hunting," Federal Register document 2026-12951, effective August 25, 2026 — the USFWS stated that "The Service will issue a memorandum for migratory game bird hunting once every 3 years" and that the change "eliminates the need for subsequent annual Federal regulation promulgation and rulemaking." The memorandum is issued on or before February 28 in the years it is due and is published by the Service rather than as a Federal Register frameworks rule. For the 2026–27 season, the rule states the memorandum "will be available shortly after the publication of this rulemaking, no later than August 31." Individual states set their own season dates and zones within the federal authorization conditions and publish them on their own wildlife agency sites. What are the four waterfowl flyways in North America?

The Service lists the member states as: Atlantic — Connecticut, Delaware, Florida, Georgia, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, North Carolina, Pennsylvania, Rhode Island, South Carolina, Vermont, Virginia, and West Virginia; Mississippi — Alabama, Arkansas, Illinois, Indiana, Iowa, Kentucky, Louisiana, Michigan, Minnesota, Mississippi, Missouri, Ohio, Tennessee, and Wisconsin; Central — Colorado, Kansas, Montana, Nebraska, New Mexico, North Dakota, Oklahoma, South Dakota, Texas, and Wyoming; Pacific — Alaska, Arizona, California, Idaho, Nevada, Oregon, Utah, Washington, plus those portions of Colorado, Montana, New Mexico, and Wyoming west of the Continental Divide. Canadian provinces and territories are assigned to the flyways as well. Per the USFWS: "If you hunt ducks, coots, geese, brant, swans, doves, woodcock, rails, snipe, sandhill cranes, band-tailed pigeons, or gallinules, you are REQUIRED to participate in the Harvest Information Program (HIP)." You identify yourself as a migratory bird hunter and give your name, address, and date of birth when you buy your license, and "you must do this in every state in which you hunt migratory game birds" — not only your home state. The state wildlife agency issues a card, stamp, or other proof of participation, which you must carry whenever you hunt migratory birds in that state.
