July 2025 official refuge brochure, page 3 confirms Kennedy Unit is Alabama and Bradley Unit is Georgia. State corroboration only; its 2025–26 dates/rules are not applied to these 2024–25 observations. No geometry or blind-location continuity is established.
96 named blind/date rows: 12 explicitly named blinds × eight available dates, December 11, 2024–February 8, 2025. The supplied selected records sum to 230 reported hunter appearances and 493 ducks + geese, not unique people or full-season/refuge/state totals. There are 87 positive-effort and nine explicit zero-effort rows; zero-effort rates remain null.
General #1–5 and #7 appear in the source; General #6 is absent. No missing date, cancellation, zero or closure is inferred. Thirty-two unlabeled template slots are excluded. They are not blinds 13–16, even when total cells print zero. All 96 named observations pass the defined QA; zero held observations does not mean a complete season or that every source field is released.
Grain: one named blind × actual printed hunt date in season 2024–2025. Harvest = reported Total Ducks + Geese, including mergansers in the source duck table. Jan 8, blind 4 includes two ducks and one goose: combined harvest three. This illustrates the combined measure; separate species/geese matrices remain excluded.
Effort = # Hunters, not visitors, permits, hours or distinct people across dates. Feb 8 uses nine hunters, not 16 visitors. Observers are not hunter effort. A zero denominator has no success rate and does not establish closure. Selected weighted rate = sum of accepted birds ÷ sum of accepted hunters, not the mean of row rates.
Youth, youth/adult and general hunts differ. Jan 29 is explicitly all-day; results are not time-standardized. Hunt categories and warnings remain visible and filterable. No future-success prediction, causal weather claim or current access claim is made.
Secondary fields are excluded: per-blind time, species/sex and geese matrices, visitors, hours, CPUE and other secondary counts. Raw blanks remain blank; control rows do not enter observation totals. Each released row retains exact printed date, hunt label, page, zero-based hunter/harvest cell coordinates and warnings. Raw evidence stays private; official originals are linked.
The independently downloaded original matches the private package. All 192 accepted hunter/combined-harvest cells were freshly re-extracted. The reviewed package retains 6,658 independent cross-parser comparisons, 32 header checks, 824 numeric/control checks and 24 contract tests; all pass.
Source checked October 31, 2026. Eight available historical reports do not establish exhaustive latest availability or a current-season feed. No hunter identity data or private coordinates are included. Current rules, offered dates, closure status and historical blind geometry remain unknown here.
